Foreign Travel Briefing


PURPOSE

As a Commerce employee, you have access to critical U.S. government information.  The purpose of this briefing is to ensure that you understand your responsibilities to protect the information, and to make you aware of security vulnerabilities associated with foreign travel.

Please follow instructions below for the briefing and the certificate:

1. Log into the Commerce Learning Center (CLC) at https://doc.learn.com
2. Choose your Learning Center Module on the upper right side of the screen. (example: NOAA, NIST, etc.)
3. Select "Search" at the top right hand corner of the screen
4. Type the word "foreign" in the search box
5. Select "Go" to search
6. Once the search screen comes up with options, look for the course titled "ForeignTravelBriefing08". Then select the link below the course to begin.  


   Fax the completed certificate form to the Mountain Region Security Office at (303) 497-4989 prior to departure.


UPON YOUR RETURN

Contact the Mountain Region Security Office at (303) 497-3363 to report foreign contacts and any unusual incidents.  You must receive a security debriefing if you have been abroad for more than 90 days.  You are required to report all contacts with individuals of any nationality, either within or outside the scope of your official activities in which:

   
Illegal or unauthorized access is sought to classified or otherwise sensitive information.

You are concerned that you may be the target of an actual or attempted exploitation by a foreign entity.

EMERGENCY NOTIFICATION PHONE NUMBERS

Before your departure, it is recommended that you provide your family and/or a close friend with the name and phone number of your supervisor or coworker so that you can be reached in the event of an emergency.

If an emergency does occur, persons needing to reach you should be instructed to contact you via your immediate office.  If this is not possible, the 24 hour State Department Operations Center (202) 647-1512, may be able to assist others in reaching you.




PROCEDURES FOR SCI HOLDERS GOING ON FOREIGN TRAVEL

The following procedures are MANDATORY for all personnel that hold a Top Secret Clearance with Sensitive Compartmented Information access:

1.  If you are travelling overseas, regardless if it is for business or pleasure, you MUST contact the Office of Security, Counterespionage Division at (202) 482-8115 or by email at OSY_Infosec@doc.gov.  This should be done as soon as you are aware of the travel.
2.  Once OSY Headquarters has been contacted, they will advise you of what is required.
3.  If you require any assistance, please contact the Mountain Region Security Office.
4.  All required forms must be sent to OSY Headquarters via secure means.  The current means used by the Department of Commerce is Proof Point Security File Transfer (http://sft.doc.gov/courier/1000@/mail_user_login.html).  You may go to this website, enter your email address and click on new user.  The program will guide you through the registration process.  If you have issues, contact the MRSO.
5.  All paperwork MUST be sent as an attachment to the email.  The message body is not encrypted.
